Construction of Luxury 20-Suite Hotel Project at Kholdomy Mountain peak

Accelerated development of Kholdomy resort as a regional year-round sports, tourism and ski center provides for subsequent transformation into a fully-realized federal-level ski resort.

The project consists in construction of a modern luxury (5*) 20-suite hotel at the top of Kholdomy Mountain (Kholdomy Plateau). An average floor space of each suite will make about 60 square meters. The hotel will comprise a 350-sq m restaurant, a conference room with modern equipment, a business center with a meeting room equipped with the telecommunication required, computers and copy machines, a workout room, and a spa center.

Implementation of the project will make it possible to increase the number of holiday-makers staying at Kholdomy resort and satisfy the needs of the most demanding visitors who are meticulous about the level of comfort and quality of services. Moreover, construction of the hotel will attract foreign tourists from China, Japan, the Republic of Korea and other countries. Given that two Winter Olympic Games will be held in Asia (Pyeongchang, Korea will host the Olympics in 2018 and Beijing, China in 2022), the hotel can be used as a training ground for the national Olympic team to undergo a process of middle-altitude acclimatization.

Specific location of the hotel on the mountain top at an elevation of 853 meters above the sea offers a competitive advantage for those tourists who prefer an ecologically sound environment and the maximum comfort. The combination of the two advantages is most valued by foreign tourists.

The governmental subcommittee for implementation of investment projects in the Russian Far East and Baikal Region headed by Yury P. Trutnev, envoy from the President of the Russian Federation to the Far Eastern Federal District, has approved of the integration of Kholdomy Resort into Komsomolsk PSEDA. On June 08, 2017 agreement No. 1/Р-133 was concluded with Russian Far East Development Corporation on the operations within Kholdomy site of Komsomolsk PSEDA and a resident status was awarded to the site. The project was also included into the Long-term Plan of Social and Economic Development of Komsomolsk-on-Amur (Section II Setting up Komsomolsk Tourist and Recreation Cluster Comprising Tsentralny, Klyuchevaya Hill, Silinsky, Aviatsionny and Kholdomy Subclusters). In order to get federal funding for construction of the supporting infrastructure, an application has been submitted for introduction of the cluster into the federal dedicated program, Development of Inbound and Outbound Tourism in the Russian Federation (2011 – 2018). According to the results of consideration of the project at the Coordination Council of the Federal Agency for Tourism, the project was included into the list of prospective events of the Program.

All necessary raw stuff and other materials for the project are available.

Available infrastructure:

• 10km skiing runs, snowboarding trails, tubing lanes and bike trails, tracks for motorcross, jeep trial, and other competitions;
• three chairlift transport systems, a rental center for 300 people equipped with 200 sets of alpine ski inventory, sets of cross-country skis, tubes and skates;
• a 6kW 0.4 kVA power transmission line, two transformer substations, a well to supply drinking water, a boiler;
• three bathhouses, 4 cafeteria in the lower zone, a warming hut with a skydeck and a cafe in the middle zone of the resort;

a hotel and lodges offering accommodation up to 240 people.
